Elimination of Returning Resident Permit

Hello everyone,

and under "WHAT'S NEW"
Elimination of Returning Resident Permit Under the new Act, such permits will no longer be issued.

What does this mean? I plan to give my friend's address for my PR card to be mailed and collect it at a later time. Can we not apply for a temporary travel document to enter Canada with out a PR card? Will this new rule mean I cannot enter Canada without my PR Card?
Any replies would be appreciated

The document needed to re-enter Canada on a commercial carrier without a PR card is called travel document and is still available. http://www.cic.gc.ca/english/pr-card/index.html

I think before the year 2002, when the maple leaf cards(PR cards) were not issued, one would need a returning resident permit I guess.
