hello, I was reading the 2015 instructions and found this:
Was your spouse born in a country whose natives are eligible? If yes, you can claim your
spouse’s country of birth—provided that both you and your spouse are named on the selected
entry, are issued diversity visas, and enter the United States simultaneously.

Does that mean that my spouse who was born in an ineligible country can apply?
Let us say me I apply, but my spouse who is from an ineligible country should not apply but this quote seems like telling that she can apply claiming my birth country, meaning we can both apply separately... Am I right?
 
Yes, and that's how my spouse won it in the disastrous DV2012 - he's Canadian (ineligible), claimed Aussie (my country) chargeability.
 
That's how we are entering - I am Aussie, he is Canadian.

wow... I have been married for 2 years and didn't even know that... Is it ok if we both use the same pictures for both entries or a different picture by entries?

Use the same photo ideally - the reason being they might assume you are trying to confuse their anti fraud measures and conceal multiple entries.

Since year 2000 I had been making two entries, one for me and one for my wife. If it was just me I wouldn't pocket a GC today, as the winner was my wife.
