Eligibilty for Labour Certification

I am holding H-1B visa which is part-time.

Can other employer sponsor me labour certification under EB-3.

What is the eligibilty requirement for labour certification...?

Is H-1B needed to be full-time or part-time will work..?

Will Immigration ask about my tax returns or they will just check
whether I am in status or not..?
 
Yes, other employer can sponsor your GC. GC is for a future job so you current H1 status will not impede any processing.

Sure, provided other requirements as per DOL & INS standards are met.

What is the eligibilty requirement for labour certification...?
a) There is a legitimate job offer as per business requirement.
b) Qualified and willing candidate is not available.
c) Salary offered is equal to or above the prevailing wage for offered position in given DOL region/SESA.
d) Job market tested adequately by employer before requesting LC (in RIR cases).
e) Beneficiary is qualified as per minimum requirement set by employer.

Both are possible.

They can ask for anything.
