Eligibility to Sponsor H1B visas

Hi

My friend started a small startup company in Jan 2007. Now ,as i earlier had H1B visa and presently on H4 visa i don't come under quota regulations .

So , my friend offered help by doing my H1B visa .

But before we can proceed with that I have few questions.
1. What is the eligibility for a US company to sponsor H1 visas?
2. What should be the minimum financial revenue of the company?
3. He has a software company and i am pursuing engineering jobs, will that effect the visa application process?
4.Is it too early for him to sponsor visas? ( as its been only four months he has started the company)
5.How does the INS review the company sponsoring the visa ?
6. What will the chances of my visa getting rejected ? (0-100% )
7.If my visa gets rejected , how will it affect my chances of getting a new visa through another employer?

Any info regarding this matter will be very much appreciated.

You don't come under quota. I don't know about other questions.
 
1. I'm not sure about this, but I think company needs to have at least 2-3 years tax returns and so many US employees.
