Eligibility to apply at Delhi consulate? Most recent interview dates at delhi/chennai

I am inviting my mother on a B visa to USA. Her passport is issued in south india but my father has recently started working in Harayana so can she apply in Delhi?

Also for those who have applied at either delhi or chennai what are the most recent dates you have got and when did you apply...so how soon are the dates available at either consulate?
