Eligibility question

I am new to this forum, i read on the site that for employement GC it will be 4 years 9months before i can apply for citizenship. I got my green card on Jan 28th 2002 i was wondering when i can send the application? I also read that there is a bill which was passed in the Senate which makes one eligible in 4 years.
Can someone please help me on this..

You can mail them ur forms 10/06 as long as u have not gone out of the country for more than 6 months at a time.
