Hi,
I have a diploma(polytechnic) and have a post-diploma in computers.
I am on h1b and have about 7 years experience.
Am I eligible to apply for green card under EB-3?
if I can, will I have any problems during i-140?

Yes, if you have at least the equivalent of 2 years of college education.

Who knopws, there are lots of possible problems anyone can have at the I-140 stage. If the LC is set up correctly and the company sponsoring the GC has the ability to pay the offered wage your potential problems should be minimized.
