Eligibility for citizenship

After the stamping of passport GC and the stamping date is xx/yy/zzzz, when will this person be eligible for applying for citizenship?

Any thoughts.....?
 
Q. 1. What other factors are taken into consideration while applying for citizenship?

Q.2.I was told by one lawyer that one needs to be a PR for 5 years and show continuous stay for 30 months prior to application date. How good is this statement?
