Electronic Version - DSC -156 ???

How far is this true?

State Goverment website says :


If the DS-156 is incomplete or improperly filled out, the passport(s) will be returned without visa(s). The Visa Office accepts only the February 2003 version of the DS-156. This version includes a space for a bar code
