Effective date of HR2215 ...

Does anybody know what is the date this new law (7th year H-1B extension), signed by the president, is in effect from?

Has anybody applied for extension after the date this bill was signed into law?

I am told laws come into affect as soon as the bill is signed.

I hear the law is effective as soon as the president signs, but that the actual implementation/interpretation rests with the INS. I have posted questions in many different places and no one seems to know WHEN the INS will acknowledge this law. Some people are saying that guidelines haven't even been made clear for laws passed since 2000 - like for something called "portability".
