Effective Date for Change of Status

When you aplly for a Change of Status say from L1 to B2, is the effective date of B2 retroactive from the day the L-1 Visa expires or is it the day it gets processed and issued?

Example - Say my L-1 expires Jan 31. If I apply for change of Status to B-2 on Jan 15, and the application gets processed on March 1, will the B-2 be valid from March 1 onwards for 6 months or is it back-dated to be effective from January 31 + 6 months ?

In the cases of a Change of Stay, generally the new approved visa is dated effective the receipt notice date of the petition. In the cases when the applicate is requesting an Extension of Status, the effective date of the new visa is the the expiration date of the old visa.

So when I change status from L1 to B2, the B2 approval Visa Date will be the Receipt Notice Date ;

AND, when I apply for Extension of B2 the extension date will be the expiration date of the previous B2. Am I right?
