Effect of retrogession on 140 processing

I am curious to know if the retrogession in any way affects the processing of I 140.

The retorgression has significantly impacted the avaliability of visa numbers.
This will surely effectr I-485 but since center want to avoid backlog they will eventually avoid I-140 approvals too.......But i guess not for while...After oct 2005 they will not accept I-485 unless I-140 is approved and VISA numbers are avaliable...which will effect people who aim to get EAD & AP based on pending I-485 applications.
