Is that A levels only or do equivalent qualifications such as BTEC's count?

BTEC at the right level would count (so basically 2 years of full time after school leaving age). Think of it this way. The requirement is US High school graduation - that means the level an American can enter university - so for "Brits" you would normally be 18 and would have had to passed courses that would allow entery to a University.
