I would like to know whether the cambridge school certificate held by the university of cambridge or general certificate of education held by the university of london are acceptable as equivalent to the high school education of the united states? A quick reply will be much appreciated as the matter is urgent.
 
No, GCE O Level or GCSE are not US high school equivalents. Your regular A Level certificate, on the other hand, is equivalent to a US high school diploma.
 
GCSE's are accepted same with GCE level.

Just make sure you have 5 subjects at C or above. You finish compulsory high school in the UK at 16 which is GCSE's while in the USA it's 18.

Actually GCSE's are high school education equivalent. You see America are lacking way behind in their high school education system (ranking low worldwide). They finish high school 18 while people in the UK finish compulsory education at 16. They then move onto A levels which is pretty much like community college in the USA, they then move on to University at 18 which is 3 years in the UK while in the USA it's 4 years since they finish at 18 and catch up on A level material on their first year of college.

Besides on the government website the qualifications they accept for people born in Northern Ireland is "GCSE's" since northern ireland are eligible to participate.

My mistake then. I was under the impression it would not be valid exactly because you are done with your O Levels at 16 years of age while your average US high school education is over at or around 18.

The age "18" is a guidance, not a rule. The general rule is that "the qualification should be sufficient to allow a student to apply for college admission without further education." So once the certificate can qualify a person to enter a college, that in itself is sufficient without necessarily basing it on age.

1) Is the Cambridge School Certificate or the GCE offered by University of London equivalent to a high school education in the UK?
2) Can you apply for college admission in the UK without further qualification/education?
3) Was it a formal course?

If the answers to these questions are 'Yes' for all, then it is equivalent to the US high school education in the US.

Uk universities generally accept the following qualifications:
-Three GCE A levels
-The International Baccalaureate Diploma
-The Welsh Baccalaureate Advanced Diploma
-SQA Highers and Advanced Highers
-The Cambridge Pre-U (minimum three separate subjects)
-A mix of A levels and Cambridge Pre-U subjects (minimum three in total)
-The Irish Leaving Certificate Higher Level
-The European Baccalaureate

Other qualifications may be considered for some programs are:
-The Advanced Diploma
-Appropriate BTEC National or Higher National Qualifications achieved with merit and distinctions
-An Access to Higher Education qualification

The list is not exhaustive, but a guide as to what will be required. In addition, most require literacy and numeracy skills which can normally be demonstrated if you have the following: GCSE English and GCSE mathematics, both grade C or above.

Bottom line, people may apply for GCSEs at any point either internally through an institution or externally. Since your GCSE is from the University of London, I am more than convinced that it is equivalent to the US high school education.
