EB5 Investment Source... where?

Hi,

I have a couple of questions about investment based immigration.

1. Does "proving the investment comes from a lawful source of funds" includes capital investment from a venture capitalist other than the beneficiary?
Ex. EB5 wants to seek status as an Immigrant Investor but does not have enough capital, though has a very good business plan. VC agrees with EB5's idea and commits in investing enough capital ($0.5-1M).

2. Where can I find the list of places which are considered "targeted employment area"?

Definitely, retaining a lawyer is the way to go. But for now I just want to have an idea if that will/may/can work. If it is possible then I still have to come up with a very good business idea (I think I have one already... ;) ). Then look for somebody to invest $0.5-1M. Then I can hire an attorney :)
