EB3 to EB2 - Is it possible?

Is it possible to upgrade our category from EB3 to EB2 during or after the labor processing? A friend of mine (SW engineer with 8+ years of experience) is in such a situation. He wanted to know whether it's possible. If yes, what's the procedure?

Then he needs to file a new LC and redo the recruitment, requiring MS instead of BS in the ad.

IF the labor is for EB3, you cannot change to EB2, ... You have to go through again whole recruitment process or substitute labor....
