Based on several theories I read and the way USCIS is moving dates, my prediction for the April 15th bulletin is to move the date to April 15, 2002 from April 1, 2002. My reasoning is that USCIS is still having lot of 2002 pending cases. And a lot of labor cases are still pending to be approved in BEC's. To be frank I will be happy if it moves past May 10th 2002, as my case PD is May 8th, 2002. Don’t feel bad about the PD not moving quickly. Think about people applied for labor in 2001 or 2002 and it is still pending. Hopefully they will get theirs approved soon. I have mentioned earlier in one of my threads that USCIS made the blunder in approving some of the concurrent cases which did not have the PD prior to 2002. If they didn't approve that the PD would have been Jan 1, 2003 than in 2002.
There was an answer from one of the thread for the effect of PERM on PD saying PERM will not have any effect on PD for EB3 as it is already retrogressed. There may be a chance of PD moving back due to lot of 2001 approval. But that’s something I don’t want to hear. But if there are a lot of EB2 cases approved in the labor and if they file for I485 then there is a possibility for EB2 dates to go back.?!?? No offense to EB2 guys its just a possible scenario.
Hopefully we will have the dates moved forward.

Sankar.
