EB3 priority date would not move ahead till...

would it be a safe assumption to say that the EB3 priority date would not move ahead till the LCA Processing Times for most of the centers move ahead of Jan 02 at least.

By looking at the current chart and the BRC intitative the picture is grim :(

Well that may be one way of thinking. Surely if the labor approvals starts coming in fast for those whose PD is before Jan 2002 then the Visa Number dates will not move ahead. They may move backwards.
In a way it will be justice for those whose labor is been pending of more than 3 years. They will have faster 485 approvals as Visa Numbers will be available for them.
Just hope that there are not many left to file 485 from that period. That will help move the Visa Numbers dates forward. This is what I think.
