Looking through the forums I've noticed that you've asked this question on a few occasions, in the past few months. In none of them have you replied to any of the questions posed to you --- why the CP was denied and so on. Without some basic information, I think it would be rather difficult for others on here to help you.
If the details are sensitive, I would suggest contacting an attorney directly. The attorneys that sponsor this particular forum are pretty reputable.

As far as non-immigrant visas go: most NIVs carry a "non-immigrant intent." Having applied for permanent residency, you've declared an immigrant intent to the United States. I would guess that these are grounds for a consular official to deny an NIV. The H (and the L?) visas allow "dual intent" -- i.e. one can be a nonimmigrant in those categories, yet have an intention to immigrate. So, it should follow, that those visa categories should be available. However, I don't know anything about how this actually works. I'm not an attorney.
