Eb2 vs Eb3 in I-485

I have a question regarding the processing style for Eb2 and Eb3 in I-485. Does it mean Eb2 will be processed early than Eb3, if two persons have the same RD and same service center ? Or Eb2 and Eb3 doesnot matter in this stage.
