EB2 or not?

I am currently on my 9th year H1B extension. My regular LC (in EB3) priority date is 03/22/04 (Texas). I was recently promoted from Sales Engineer to Manager of Sales Engineers and not doing technical work anymore. I have a BS and MS but Masters in Software Engineering was completed (April 2001) right after I joined my current employer. As a result, my application so far has been in EB3 category.

Since my job responsibilities have very much changed, is it worth for me to apply (in parallel) EB2 through PERM? How much time would I be saving considering my priority date of March 04?

Any help would be much appeciated.
 
I think it is worth it

You never know how fast EB-3 will move compared to EB-2. Plus if you have another line running in parallel it does not hurt. You would have the flexibility of jumping to either one. Legally it is allowed to have two running that way....I think please correct me if I am wrong.

Since PERM is fairly expensive, I am trying to make a case to my employer to justify such costs. Ofcourse, H1-B extensions every year aren't cheap either. So if EB2 PERM can save time, it's worth the investment.

According to http://www.plc.doleta.gov/eta_start.cfm, backlog will be eliminated 9/30/07. Won't it be just safe to keep my EB3 regular application?
 
Backlog was supposed to be eliminated in '06 itself. You can never be sure if it really will be in '07. Once you go with PERM, you have gone past the first step and that on its own is a huge milestone.
