My LC says in the minimum education: "bachelors"
Field of study: Engineering
Relevent Experience: 2 Yrs
In the other special requirements it says -
May accept Masters degree in lieu of experiance.

This LC is approved for a leading telecom company for a programmer/analyst, I have a master of engineering degree in Electronics and communications Engg with the underlying Engg bachelors degree also in ECE, I noticed today that my I-140 was applied in EB2 category(advaced degree), do I qualify for EB2 or should it have been applied in EB3.

If this case doesn't qualify for EB2 what are my options, can it be reclassifed as EB3?

for EB2 minimum is masters or (bachelors + 5 years of experience) with a different employer. So you are fine. Check details for emploment visa nad eligibility on USCIS website, murthy.com, immigration.com etc.

If a job needs 5 yrs of experience with a bachelor degree or 3 yrs of exp with master degree than you qualify for EB2. But the job requirement need to be specific and there has to be sufficient evidence supporting it otherwise it becomes too restrictive and you risk getting LC rejected. Based on your LC, I get the impression that EB-3 is more relevant. I dont know about reclassification procedures etc.. You need to consult with a good lawyer.
