Can a J1 waiver physician born in India/China (counties in retrogression) while on H1B visa via Interested Government Agency (Veterans Administration) file for I-140/I-485/I-765 (EB2/NIW route) together?

OR

Can only file for I-140(EB2/NIW) and wait for priority date to become current to file I-485/I-765.

I need this information so that I can get work authorization for my spouse to finish residency. Thanks for listening.

You can apply for it altogether so that your spouse gets her EAD. What will happen is everything except the 485 will be approved. The 485 will be pending till 5 years is completed. The EAD will need to be renewed every year.
