EB2/NIW How to (strongly) argue avoiding labor certification ?

I am drafting my petition based on EB2/NIW (Advanced degree). I work on a field which can be argued for important to Homeland Security/Military interests. I would like to know how can I argue that National interest will be severely affected if gone through labor ?. Urgency of matter cannot be argued for waiving labor requirement, as per USCIS: "General arguments regarding the importance of a given field of endeavor, or the urgency of an issue facing the U.S., cannot by themselves establish that an individual alien benefits the national interest by virtue of engaging in the field or seeking an as yet undiscovered solution to the problematic issue". Any inputs ?.
