if I change employers, is it required to restart whole GC process again? Can new employer start next step of GC process (in my case) as when dates become current?
If you are at I-140 approved stage, yes you will have to restart GC from the beginning. The good thing is you can retain your earlier priority date.
In your case new employers cannot continue the old case but must start new application from labor certification stage.
I think you can use that aproved I-140 of previous employer and continue from there to I-485 filling with new employer when your I-140's PD is current.
I am not lawyer but I feel it looks something like that unless your old employer take the objection on aproved I-140 as it was aproved through their co.
