EB2 I-140 is filed in May 2013. Should we file another under premium? SRC is what service center?

Dear Team Members...

10+ years back, I was frequent visitor of this website. But not recently. I need your assistance.

My brother's employer filed EB2 I-140 in May 2013. But it is NOT approved yet. Should we go for premium or should we wait?

Some side info. His another EB3 I-140 was filed in 2007 along with I-485. That was filed with substitute labor with priority date July 2003. So, he has EAD. But that old I-140 was cancelled recently (5 months back/August 2013).

His case # is: SRC #########. What is his service center? So, we can put this case in I-140 tracker.

(1) Should we ask any attorney at this moment?
(2) Should we visit INFOPASS being a employee?
(3) Is it possible to call USCIS, as a employee?
(4) Or any other suggestion?

If your brother's new Eb-2 I-140 is approved his priority date would be July 2003, even if old EB3 is cancelled/withdrawn UNLESS it is revoked for fraud or misrepresentation. You can upgrade to premium processing by paying additional $ 1,225.00. This fee could be paid by employer or employee. SRC is Texas service center

It was NOT fraud or misrepresentation. Same employer's anothe GC got approved too.
So, He has good chances of getting older priority date.
