My guess ( I repeat guess) for slow movement for EB2 (for India) is that USCIS wants to clear EB3 fast - they are likely to let the EB2 quota to move to EB3.
My other guess ( I repeat guess) is that they are expecting a "significant" EB3 to EB2 conversion and are holding the dates for that reason.
The more USCIS/DOS behaves erratic, the more validity conspiracy thoeries take...hmmm.

For example, you can easily understand how DOS working in allocating the visa numbers. The DOS offical who is incharge of visa allocation, told to an immigration attorney "While the First preference number use is relatively close to my target, the Second preference is significantly below my target which doesn't make a lot of sense"
If he just looked into the the last year statistics he would have not made this statement. The last year demand for EB1 was much more higher than EB2. This clearly shows that he has not analyzed how the demand pattern for various catagories.
