EB2 deciding factor?

Folks,

Do people know if the decision for EB2 is based upon
1. The job profile e.g. Masters + 0 exp Or
2. The degree of the candidate

EB2 is based on the job. Job that requires MS or BS + 5 years progressive experience is an EB2 job. Of course, you need to have the qualifications to get pass the 140 stage.

BUT if the job does not require masters OR bachelors + 5 years experience, then even if you have the qualifications, it will not be EB2.

I don't know. The HR says he did all he was asked for and he has no clue what and when the lawyer will do!!
