EB2/3 and Regular/RIR does effect I-485 processing or not?

Hi I\'m wondering whether EB2 or EB3 and L.C. of regular and RIR have any effect on the processing of I-485 ?
E.g. EB2 will get processed first and RIR will be earlier than regular? Or the INS follow FIFO rules? ( First come first service)?

LC Reg or RIR has no effect on 485. EB2/3 has some effect, depending on priority date and country origin. INS does not follow FIFO rule.
