EB1b send to TSC or NSC

I am in NJ. I heard that NSC is stricker and slow. Is that true?
Can I send my application to TSC? usually how long it take for EB1b to be approved in TSC?

Well according to USCIS, July 30 2007 onward you file to either Nebraska or Texas service center depending on location of job.
