There was a relatively recent Aytes memorandum of 6/6/06:

on the definition of permanent position for EB1-OR.
Most likely I will have to rely on this memo, so I wonder if anybody used it to date, what documents were submitted, and whether the case was successful. Any info would be appreciated.
