(EB1) I-140 approved and filing H1b for 3 yrs validity

Per USCIS website, my I-140 is approved on Aug 10th 2011. But I am yet to receive physical copy of I-140 approval. I am currently in India and my earlier H1B was (6 yrs) expired on Jan 25, 2011.

Based on approved I-140, can my employer file H1b application immediately (preferably premium processing)?
