After 18 months, I got an RFE from INS. Here are the details of RFE:

1. Provide evidence to establish the significance of the published material submitted about the alien\'s work and how it has set the alien apart from others in the field as one of the small percentage who have risen or the very top of their field. Indicate the publication\'s name, if it has local,national, or international circulation, how often it is printed; and the number of copies printed.

2. Provide evidence to establish the significance of the work judged by the alien, and the criteria used to choose the alien as a judge

3. Submit evidence to establish how the alien\'s work is considered original and how it has made a major contribution compared to all others in the field

Here is my background:
Ph.D. (Computer Integrated Manufacturing Systems) from IIT, Madras, India.
Publications: 8 Int. journals, 4 National journals, 6 Int. conferences, 12 Nat. conferences
Awards: 2 National Awards
Testimonial letters : 6 (India, US, Singapore, Malaysia and Germany)
Sponsored Research Projects : 2
Experience: 8 years, 4 years in India and 4 years in US
Can you please give me some input on how to respond to this RFE

Did you do it yourself? I would recommend that at this stage you should go through a good attorney. You would be looking at an expenditure of about $1000. Further, I would recommend following approach:

Pointwise reply to each question citing evidence contained in the reference letters and other material that was sent earlier (attach copies once again) as well as additional reference letters

Keep the percentage of old reference letters and new reference letters at about 80-20. Therefore, get at least 2 more reference letters clearly mentioning your extraordinary ability.

Reference letters are pieces of evidence and referees are your witnesses. Therefore, makes sure you also establish the competence of your witnesses to support you.

Thank you very much for your suggestions. I will get more reference letters form the experts in my field. I had applied through a lawyer.

I haven\'t included any citations earlier. My papers are published in reputed journals in my field. Can you please give me some ideas on how to get the citation reports for these technical papers?

Dear friend:

I had a similar RFE for my EB1 - OR petition and fortunately got approved last month. Since most applicants have a fairly impressive record of research and publications, another binder full of similar materials will not do much good for your RFE response. Instead, rely
on additional reference letters - those are the clinchers, if you ask me. Since INS folks do not have first hand expertise to evaluate your acdemic credentials, they increasingly rely upon external evaluators ( your references)

My suggestions are the following:

1. Ask two or three of your previous references to write additional letters - these letters must emphasize your extradordinary abilities - use all the operative words - such as extrordinary, outstanding etc.
generously throughout the letter. You should ask the references to focus on specific points raised in the RFE and write them in an emphatic way. The references should begin the letter by saying that
they had previously vouched for your exceptional abilities, but would now like to clarify in more detail why your work stands out from others in a unique way.... ( I wrote all the letters myself and asked my references to review and sign it)

2. In the same vein, get three or more new letters - specifically stating your extraordinary achievements and abilities.

The letters cannot be generic - state specifically how your work stands out, the direct role your contributions have had on the field etc.
