brianbrian, this is how I structured my file:
First part
- the receipt I got when e-filing the I-140 (1 page)
- a cover letter with 4 paragraphs (1 p)
- the administrative blurb
- who I am (5 lines)
- what I did/do (7 lines)
- why I want to stay in the US (4 lines)
- A table of contents (1 p)
- An outline of the document (1 p)
where I put the10 criteria, with in bold the six I claim, and explain the organisation of the document
- The six sections named after the number of the criterion it addresses

(iii) 2p
(iv) 2p
(v) 4p
(vi) 1p
(viii) 2p
In each of these sections, I had a bit of explanation, like "I was the first recipeint of this national award at its inception. You can find in Exhibit (i).1 a letter of the President of the National Society who...". I added comments on the Prize do defuse the questions like "was it only for young scientists" or "was it really competitive". I explained that there were probably 200 scientists who would have been eligible in ly field at that time, etc...
You can see that (v) is longer: it addresses my scientific achievements. They are in three areas and need some explaining to be understood.
(vi) is short because there is not much to say, but summarizing numbers of publications and citations, as the exhibit will give all the details and the list of papers and conference talks.
- A statement of intent to stay in the US (2p)
(this one, I really spent time writing it, as I am currently employed by my government to work in the US and I had to be very clear. I just said the truth. They are the only pages where I talked with my heart - the rest of the document is purely facts and evidence to support them)
All together, this first part is 19 p long.
Second part
- The exhibits are arranged in six sections called (i) (iii) (iv) (v) (vi) (viii) (69 pages in total) following the 6 chapters of the memo. Each exhibit is referred to in the memo like "In a letter submitted as
Exhibit (iv).1, G...."
- Each section has a tab to be easily reached.
- I made a single pdf file of all this evidence (scanning letters or newspaper clips when I had to). I added in pdf nice yellow labels with the number of the exhibit (like
Exhibit (iv).1 ) on each first page of these exhibits at the bottom right corner to be easily found by the reader.
