EB v/s Family based 485 question

I was viewing the statistics posted by kashmir and theere seems to be no basis as to how INS picks up cases for adjudication (which is not new).

Does Kashmir's program pick up family based 485 applications? Could it be that age out cases be approved first (in 02-080 etc all the way till 200)?

Is there any difference between family based and employment based applications at the 485 stage?
 
I think CSC accepts only EB cases. I did read somewhere. Thats the reason in CSC JIT u have only one date for EB.

Please correct me If anyone has the right information.
