EB-3 Visa number unavailability issue

seems that EB-3 visas are unavailable for FY 2005 (until september). Does that mean that when it is available again in October 2005, all countries will be retrogressed? I am NOT from the three countries(India, China, Phillipines), so will I be affected?

Yes. Currently it is unavailable for everyone regardless of Nationality. You will continue to be affected if the new update in October indicates so.
