This is fine. There was another Ms in CS who was approved sometime ago in this forum (lzhao???)

2. 3 yrs of full time research experience
If you are counting the time you spent for your MS, your letters must document that research as being "outstanding"

3. permanent offer (scientist) from a government research lab
Is this a research wing that has "documented achivements in an academic field"? If so, that would do

4. can obtain 5-6 letters from international scientist community who know my work but not me.
Get letters from a broad geographic region (I had letters from Canada, UK and Germany). Try and get letters from distinguished scientists (dept chairs, long CV's, members of prestigious academies etc.). Also get letters from within the US. Letters from people you have worked with should also be included, otherwise the application would look a little bit "weird"

5. 15 international conference papers, 6 journals, 2 book chapters
Looks good. How about citations of your work?

6. no awards, patents, or served as a committee/panel member
does not matter.

Your case is very similar to mine, which was approved this week. I think you can claim publications and original contributions to the field, depending on your letters and the citations of your work. Go to the USCIS website and check out some of the recent AAO decisions http://uscis.gov/graphics/lawsregs/admindec3/b3/index.htm to get an idea of what you are up against. AAO is stricter than the service centers, so this is a somewhat extreme interpretation of the laws.

I think you are good to go. You will need templates for your letters, as some legal wording MUST be included. Good luck!

Thanks in advance,
