Is there any option of going to local INS with 140/485 receipt to get EAD for my wife who is on H4?

Or is it the only way to file at regional office?

I heard about this too that the spouse can apply for EAD once you receive the I-485 filing notice/receipt from BCIS. Then your spouse doesn't have to wait 90 days to get her EAD approved, but you have to wait cos you are the principle applicant! Please post your views if this is true or false!
