EAD - What to do if you cross the processing time frame

I have applied for I140 , I485 , EAD , AP (concurrent Processing) from Vermont using somebody's preapproved Labor . My priority date was Oct 18 , 2004 .
Time frame given by USCIS for processing was
I140 365 days - 485 days
I485 365 days - 540 days
EAD 60 days - 90 days

I got my I140 approved on Jan 4 , 2004 (witihin 90 days ,well in advance)
Did'nt get my EAD and AP yet ? Is it normal to have I140 approval before getting EAD ?
What should I do after 90 days from priority date for my EAD ?
