EAD used, apply H1 possible?

My wife used her AOS EAD card to work (she has H-4 too, but seems like when she started using AOS, her H-4 automatically expired?). Now she plan to apply a H-1 visa, meanwhile our AOS still pending. Is there any issue with this?

What about to apply a F-1 visa under this same situation?
