Yes I can vouch for this. I have another post under a different thread about this - I think the Biometrics Appointment has a lot to do with this.

They sent me my biometrics appointment 2 months after my Receipt Date, and they scheduled my biometrics appointment on the 95th day from the Receipt date. So if we are supposed to follow their new rules about the Biometrics appointment, then there is no way most people are getting their EADs within 60-90 days as they say on the notices.

If you try calling up and making the appointments, you have to be very lucky to get an appointment over the phone as most CSRs and the biometrics people at the ASC are asking for the appointment letter from USCIS. And doing a walk-in is also depending on your luck if they will let you do it.

No Biometrics means no EAD, so unless they can get the Biometrics appointments in time with their new system - where they send out letters of appointment, we will be seeing delays in getting the EAD cards as compared to before.
 
Well what baffles me is the randomness of the BIO appointments as we see. Some people get both BIO appointments within 3 weeks and others months, even if they have the exact same RD. Wonder if this is because of who your application lands with. But bottom line isnt that what the iEAD is for??? So theoretically, it is still going to be around 90 days as the iEAD should be submitted right away shouldnt it?
