EAD renewal

Can I apply for EAD at local INS office (I am in Chicago)? My EAD expires March 21st and I have not applied for my renewal yet. If the answer is yes, then how and where?

I apply my first EAD at Indianapolic.
But My EAD renew still send to NSC
( 2nd EAD RD:10/12/2001 AD:11/18/2001)
