EAD renewal - Fees 'Payable to' & 'Address'

Guys,
I have a quick 2 questions. Please clarify.

1. To whom should the cheque be paid. Is it 'INS' or 'Immigration and Naturalisation service' or 'INS Service Center, California' or anything else.

2. To Where should the renewal be sent ( I am a resident of California and my first EAD was filed in California). Is below a correct address.
