EAD Reapply(Is anyone In this situation)

As per the online status check my EAD is mailed to me on April 2nd. I havent received it till now. I moved to a different state and did not change the mailing address. I did a mail forward at the post office. Today i spoke with an IIO, she told me that they havent received it back till now and adviced me to re apply. My question are

1. Is anyone in this situation.
2. Is this considered a new application or application for re issue of EAD cards?
3. what are the things i need to do if i have to apply again? Do i need to inform to the INS that i am reapplying because i havent received the cards the first time.
4. Can i file for EAD my self or need to go thru the attorny(as the first time it was done by my attorny)
5. Can the address be different from the other applications that i have pending(140 and 485).

Gurus your advice is very much appreciated.

I was exactly in the same shoes for my SPouse EAD.

It was mailed Dec 3, 2002. But we never got it. Checked to see if we really got it in the post office. they said they do not keep track of it.
At last found out that since there was no name written on the mail box they returned it to INS.
Meanwhile about 3 weeks were elapsed. I called INS couple of times.
They said I have to re-apply.and that wud be the best bet.since the I-824 or something for the copy takes more than a yr or some crap..They cannot do anything if it is lost.
SO I almost talked to lawyer to re-apply but then when I again called the INS in January they said they got it back and then they remailed it.

PLEASE NOTE:-
WHAT I WAS TOLD BY POST OFFICE.

They will NOT forward any mail from INS/BCIS.
You have to have your name written on Mail Box. Even in slightest doubt they would not deliver it.
Also I would suggest that you inform your local post office that you will get the mail from BCIS. IN you case I guess you have to change the address by calling them when they get it back.

I am not a lawyer so you have to cross check any information.

Yes You can but refer above

Not sure. But I think you can have a diffent address to mail your card. Because they asked us what address do they remail the card.

As it is more then 5 weeks i am not sure if it takes more then this for INS to get the cards back. Any way i will wait for another week and then reapply.

PO Box Address?

Since I may move after the EAD renewal is filed. Will BCIS accept PO Box address from a post office to be used on EAD renewal form? Anyone has experience please!!!
