Why my status was changed two times with same headlines

Mine was changed three times why?
same with me changed 3 times..it was in card/document production and then 3rd time it changed to post decision activity!! This is just weird.
the guy told me that:
1st: to order the card production
2nd: is scan the card
3rd: is when to ship the card and goes to post decision.
He also said that some people get multiple notices and some dont.
