EAD Pickup (SF) ?!!!

My friend's EAD was transfered to SF local office because his I-485 was transfered to SF for interview earlier. Now he got a notice for EAD card pickup at local office. Anybody has any experience on this? Does he need to wait in line very early or he can get in with the notice without waiting? Any comment will be appreciated.
 
I think that notice is treated as an appointment letter. Few days back I applied for emergency AP at local office and they asked me to come and pickup AP after a week, and they gave me a letter for that and told explicitly that I don't have to stand in the line and directly walk in at specified time.

The notice he got is very funny. It looks like a store receipt. It says "please go to room ###, get a number, be seated and wait for your name to be called". But it didn't say anything like "you don't need to wait in line". His attorney also said she had never ever seen this kind of notice before. Looks like this is INS's brand new processing style.
