EAD is processed from the receipt date or receipt notice?

Could someone tell me when EAD is counted by Uscis(approx. 3 months?)...from the date Uscis received the package(receipt date) OR from the date Uscis emailed or issued you the receipt notice?

I would really appreciate your input.

I think it is 90 days from the receipt date... my EAD is also pending for more than 90 days now... I called USCIS and they were giving me different date to count but i said my i-765 receipt shows it a bit earlier than they have it in their records,,, they were okay with it n counted 90 days from my receipt date.
