Yes. I just went to the local office early in the morning (6:30 am). They just admitted me and gave me a token. When my token was called, I submitted a completely filled I-765 and the original receipt from NSC. Of course, my case is more than 90 days from RD (not yet 90 days from ND). They asked me for an ID. They then called my name (you have to carefully watch for it) took my picture and issued a temporary EAD within an hour. Hope this helps.
