EAD for F-2

Hi,
I am trying to get some information for my friend who is on F-1.
Can the spouse of F-1 get EAD?
My friend who is a student is applying for EAD to work off-campus. But he would liek to know if his wife will be aligible to apply for EAD to work off-campus to support his education?

As far as I know F-2 spouse cannot work under any circumstances (just as H-4 spouse cannot). At least that is what my international office insisted for 6 years. You have to declare you have enough money to bring F-2 spouse to USA and after that there is no reason F-2 spouse to get EAD to work.
