EAD filed on 10/22/03 with NSC

I still have not received anything yet, saw so many people who filed in Jan. got their EAD, any suggestions?
 
Yes, got it on 1/20, plan to apply another one on 4/9 if this one does not come, my question is: during the time if I got RFE on I140, can I apply? I'm using iEAD now.
 
work hard for your REF

Most I140 got approve after REF. So,if you have any wary just keep your H1B.
